Processor Base Power (previously: PL1 or TDP) can be considered to be the time-averaged sustained power draw in non-Turbo mode. Maximum Turbo Power (previously: PL2) is the maximum sustained power draw in Turbo Mode, but board manufacturers can set this higher than Intel's defaults, often staying at max turbo power until thermal limits are reached.
